The mosque, located in the Lalabey neighborhood in the city of Sur, was built in the 15th century during the Akkoyunlu period. It was built by Lala Qasim Bey, one of the Bend Gentlemen in the 19th century.
It is a small-scale and single-domed mosque, made of cut stone. It has lost its character with repairs made in different periods, but the last place of congregation and its minaret remains original. The last congregation allotre was three-eyed and covered with three domes. The minaret of the building was built as a single piece of cut stone. There are kufi inscriptions and geometric motifs placed in a square frame as embellishment. Next to the mosque is the mausoleum of Lean Bey Lala Qasim, the head of the building.
